The City of Abu Dhabi has a Planning Commission which has been involved in its planning, Masdar Institute Campus was recently officially inaugurated in November 2010 as construction continues on what will be a huge city, according to planners, by 2015.

Plenty of solar energy- Glad to see it, for a nation with average rainfall days 3-5...
Gulf states should fund solar power & reap profits like they currently gain from fossil fuels.
This 7 minute tutorial shows the initial idea of a carbon neutral & self sustaining city; there are students now living and attending the campus under construction.
I would love to check this out... while in the US it would be unfeasible to simply build a suburban area of this magnitude with no cars (gasp but Emirati's LOVE their sexy, expensive, bourgeoisie hot rods- first Ferrari Theme park in the world!), the Emirates may pull off another feat of engineering greatness paired with art and the built environment.
Although ideally even the carbon footprint needed to BUILD such an amazing environment, with retractable shades, outdoor cooling systems, electric cars, and the Masdar Science institute.
H.H Sheikh Khalifa bin Zayed Al-Nahyan has encouraged growth in sustainable and environmental engineering. This seems to mean sensible investment into research, education, and sustainability. Surprisingly, the little bit of news since the economic downturn of early 2009 the schedule is still going ahead, although they are apparently rebidding some costs.
